Given the earlier announcement made by Atticus, I feel it time to inform you that very soon you shall be given command of your army in a more governmental sense. Though not publicly recognised, you and your dark creatures will comprise a covert governmental security force that will be responsible for enforcing the taboo and for investigating reports of anti-state activity.

The taboo placed upon the wizarding society will effectively drop wards of anyone who speaks the Dark Lord's name and make their location known. You will be expected to apparate in with your force and capture anyone at the site of the violation. You may kill as you see fit, but I expect there to be enough live criminals captured for regular public trials.

In cases of anti-governmental activity, your force will investigate and seize anyone suspected of crimes against the state. Kill fewer of these and only if they fight arrest. Demetrius Mulciber will be in charge of passing along relevant orders.

The fourth tier will be at your command should you need men to apparate your security forces.

We have achieved a great victory, as we are all aware, but we have many steps to take and many obstacles to overcome and I strongly caution against foolishness, optimism, and carelessness. Training must be resumed immediately for all younger members unable to do so over the past several months.
